The eyes indicate communism because they are constantly watching the man-never looking away, just like communist watch their citizens intently to make sure everything is equal and in order. The way the man is standing away in plain gray clothes also shows that he is trying to blend in or become an equal to everyone else.

The artist has a negative view towards communism because the painting has no life. It is dull and monochromatic. He paints a scene with rough surroundings probably to portray communism as a sketchy thing.
-Explain the title.
I think that the title is an oxymoron. I think the title is doing exactly what a title should do- portray the scene is is named after. In this sense, the title is showing what a communist utopia would look like.
